Deputy Prime Minister and Minister for Home Affairs Bimalendhra Nidhi tabled the proposal before the meeting, seeking discussions on the bill. Responding to queries about the proposal, Minister Nidhi said the introduction of the bill was meant for establishing democratic and civilised society. Taking part in the theoretical discussions on the bill, lawmaker Chudamani Jangali said some 6 million people (dalits) of country’s total population are suffering insulting behaviours from others. Lawmaker Uday Nepali Shrestha said the bill was brought bearing in mind Nepal’s commitments made in the international community towards the protection and promotion of human rights.
