Since the independence of India in 1947, as per the terms of the Britain–India–Nepal Tripartite Agreement, six Gorkha regiments, formerly part of the British Indian Army, became part of the Indian Army and have served ever since. The troops are ethnic Nepali Gurkhas of Nepal and ethnic Indian Gorkhas of India. They have a history of courage in battle, evident from the gallantry awards won by Gorkha soldiers and battle honours awarded to Gorkha both before and after joining the Indian Army. A seventh Gorkha Rifles regiment was re-raised in the Indian Army after Independence to accommodate Gorkha soldiers of 7th Gurkha Rifles and the 10th Gurkha Rifles who chose not to transfer to the British Army.Impressed by the fighting qualities displayed by the Gorkhas of Nepal during the Gurkha War, Sir David Ochterlony was quick to realise Gorkha Regiment, was raised as the Nasiri regiment. This regiment later became the 1st King George’s Own Gurkha Rifles, and saw action at the Malaun fort under Lieutenant Lawtie.They were instrumental in the expansion of the British East India Company throughout the subcontinent. The Gorkhas took part in the Anglo-Sikh wars, Afghan wars, and in suppressing the Indian Rebellion of 1857. Throughout these years, the British continued to recruit the Gorkhas and kept increasing the number of Gorkha regiments.By the time First World War started, there were 11 Gorkha regiments under the British Indian Army.[citation needed] The Gorkha regiments played a vital role in the Commonwealth armies during both the World Wars seeing action everywhere from Monte Cassino in the west to Rangoon in the east, earning battle honours everywhere. House suspends rules to endorse pending budget bills

The Parliament on Thursday suspended six provisions of the Parliamentary Regulations in order to endorse three pending budget bills from the ongoing session of the House.The House had required to suspend the rules as the bills were already rejected by the same session of House earlier.The Parliament on July 22 had rejected the Finance Bill, the Bill to Raise Domestic Debt and the Loan and Guarantee Bill, with majority votes, as the Nepali Congress and the CPN Maoist Centre had voted against the vital bills. The parties had voted against the bills as the then CPN-UML-led government had been thrown into the minority, though the Appropriation Bill was already passed by the House before the CPN MC had withdrawn support extended to the government led by UML Chairman KP Sharma Oli.But, the Cabinet meeting held today had decided to table the bills for approval at the House.

Three bills for consideration at parliament

The Legislature-Parliament meeting on Wednesday unanimously approved a proposal seeking consideration on a bill on Madhesi, Tharu and Muslim Commissions- 2073.Minister for Federal Affairs and Local Development, Hitraj Pande, presented the proposal to this regard, and expressed the view that the commission would be helpful to ensure the rights of Madhesi, Tharu and Muslim communities.During the discussion on the bill, parliamentarian Aman Lal Modi and Ganga Chaudhari celebrated the bill, observing, “Don’t inflict Tharus anymore. Tharus are no more to remain down trodden.”Similarly, speaking on the Muslim commission, lawmaker Shiva Chandra Mukthar Ahmad, Sabiya Prabin, Kaushar Shah argued that it was not good to determine educational qualification of the persons to be appointed in the commission.However, the meeting failed to see the quorum to pass the bill.It is said that some lawmaker signed the attendance sheet at parliament and left for the participation in a programme organised by an NGO.Question on the quorum was raised by Dilli Kafle, a lawmaker of Nepal Workers and Peasant Party. “It is quite disgraceful that parliamentarians flee the meeting after marking their attendance. Where do they go after all?” said Nepali Congress Lawmaker Ram Hari Khatiwada.

A crowded bus slipped off a mountain in Nepal, leaving at least 14 people killed and nine more injured. Dhading District Administration official Toran Parajuli said the bus was carrying passengers both inside and on the roof. It slipped off the mountain road near Lapang Phedi village and rolled about 300 metres (980 feet) before stopping on the banks of Ankhu River. Parajuli said rescuers have reached the accident site and a helicopter has flown from Kathmandu to try to fetch the injured. The bus was on a local route and carrying all Nepali nationals. Traffic crashes are mainly blamed on poorly maintained roads and vehicle in Nepal.

Private Secretariat of Prime Minister Pushpa Kamal Dahal has expressed concern over the reports of the alleged meeting of PM Dahal with the main accused in Tikapur violence during former's recent India visit. The reports of the meeting between PM Dahal and the accused Resham Chaudhary during a reception organised by Indian business community during PM's visit came to the fore following the coverage of the reception by Nepali media. PM's press advisor Gobinda Acharya, however, clarified that PM was not scheduled to meet Chaudhary during the visit and it was unintentional. "It remains unknown that who and for what purpose would meet PM in public programmes. It is not appropriate to comment on the issue," he said, claiming that although PM gave Chaudhary a handshake, he (PM) had no talks with him. Speaking at a press meet organised to make public the decisions made by the CPN-UML in Province No 7 in Dhangadi, Rawal said, “The government cannot withdraw cases against perpetrators of violence in Tikapur in the name of Tarai agitation.” He argued that heinous crime could not go unpunished by giving it political colour. “Impunity cannot and should not be encouraged by withdrawing cases against the perpetrators of violence in the Tikapur incident,” Rawal added.

Responding to a habeas corpus writ filed by Dixit’s wife Shanta Dixit, the SC had ordered the CIAA to produce Dixit at the court on Thursday. Dixit’s spouse Shanta on Wednesday had registered the petition at the apex court claiming that the arrest of Dixit is illegal. She had named the CIAA and the Special Court as defendants. The Special Court on Sunday had remanded Dixit to a 10-day judicial custody effective from Friday. Dixit was arrested on April 22 (Friday) on the charge of amassing property through illegal means.

The regulations drafting committee was constituted on October 12, 2015. The main opposition Nepali Congress was batting for a 75-member hearing committee as per the defunct interim constitution but ruling CPN-UML and CPN-Maoist Centre insisted on the 15-member body in line with the new constitution. The Nepali Congress withdrew a draft proposal on Sub-rule 2 of Rule 194 presented by its lawmaker Ananda Prasad Dhungana. The meeting approved the amendment in Rule 194(2) of the draft with a majority while rejecting amendment proposals from Hari Charan Shaha, Ram Kumar Rai, Prem Suwal and Anuradha Thapa.
