Laxman Lal Karna, Vice Chair of Sabdahana Party and a member of the Constitutional Dispute Resolution Sub-committee's Task Force (formed to resolve disputed issues in the draft constitution) was interviewed by IDEA's Khushee Tharu, seven days before the 27 May 2012 deadline for approving Nepal's new constitution. What is your overall experience working in the Constituent Assembly, what do you consider to be your main challenges and victories? Constitution writing went well for a year after the Constituent Assembly Rules were agreed in 2008 and the various committees were formed accordingly. All thematic committees submitted their reports to the Constituent Assembly. Thematic committee reports were passed by the respective committees but with dissents. So a decision was taken to form a committee to examine and harmonize the different reports. I was appointed Chair of that Committee. The members worked very hard and made a significant contribution towards harmonizing the different reports: especially those from the National Interest Committee, the Committee on the Distribution of Natural Resources and the Committee on the Protection of Rights of the Minority and Marginalized communities. We consulted experts and took IDEA’s ‘Commentary Notes on the Concept Papers and Preliminary Drafts of the Thematic Committees of the Constituent Assembly’ as a reference.
